PS HO for LTE to 3G failing for RLC UM not supported UE

I have a case of PS HO from LTE to 3G for a UE (RLC UM not supported), Handover is failing in preparation phase and reject is coming from RNC. Is it like that since RLC UM not supported, RNC is simply rejecting or LTE MME should simply reject in this type of scenarios.

I think MME can not reject HO. RNC can reject and it will reject when RNC try to configure the RLM UM mode to UE but as per the UE capability it is not supported.

I found two MME UE S1-AP IDs i.e. MME UE S1AP ID (Mandatory) and MME UE S1AP ID 2 (optional).
I got why mandatory one is present but what's use of optional one.

While doing s1-based handover, indirect data forwarding tunnel procedure may be initiated. What are all position causes to get failure response from SGW ?

Newly integrated 3rd carrier is facing IRAT handover failure with reason "unknown-targetID" and "Failure In Target EPC/eNB Or Target System". Other carriers of same enodeB are doing successful handover with the same WCDMA cell. Sometimes for the affected cell, handover is successful.

After a handover from LTE to WCDMA I noticed that there is always "Activate PDP context request" message.
However, in documentation, I found multiple call flows without that message, but with "Update PDP context".
What causes these differences?
