PDCCH order is used for the non-contention based random access procedure. It is sent by eNodeb to UE.
As part of carrier aggregation, UE does random access towards the secondary cells and it is only done by using the PDCCH order.

If UE receives PDCCH order masked with UE's C-RNTI and for a specific serving cell, UE initiates random access procedure towards that serving cell.

DCI format 1A is used by eNodeB to convey PDCCH order to UE.

Hi,

PDCCH order is to trigger contention free RACH form UE. Main reason to trigger PDCCH order is to make UL synch of UE, If UE's UL synch is not aligned then ENB will trigger this.

PagingUE-Identity ::= CHOICE {
s-TMSI S-TMSI,
imsi IMSI,
...
}

As pagingUE identity should contain any one of these in paging message so how MME decides which one to send, though for security purpose MME prefers t-o send send S-TMSI but in which scenarion MME wil use imsi as paging ue identity.
