LTE: how to check the transmission period for each SIB?

We can map the SIBs onto the same SI under the following constrains:

The SIBs which are mapped onto the same SI, must have the same transmission period; My question is , how do I check the transmission period for each SIB?

Is it standard for each SIBs i.e. SIB1 = 80 ms , SIB3=120ms , SIB4=240ms?

MIB-every 40 ms
SIB1-every 80 ms
Periodicity of other SIBs-Check the SchedulingInfoList->si-Periodicity in SIB1

Let suppose, for initial transmission MCS=28, this transmission got nack.... for retransmission what should be MCS 27 or something else ???? If retransmission_1 also nacked, what will be next MCS ?

Lets suppose, At present SFN=744, SF=1 re-transmission happen for perticular UE. So how to check when its previous transmission happens(because DL is Asynchronous)?

For the pre-paid customers, sometime operators grant some extra time units (seconds/minutes) even a subscriber is running out of balance. Though I tagged my question to LTE only but this is a very common use case for pre-paid customers. Each operator may have different policy for each user or a common policy for all the subscribers. I am looking for some insights in this area.

Hi what are the customer facing KPI for 3G and LTE ? Means how to check the customer experience for 3G and 4G users ?

What ever customer is experiencing during browsing, may be latency, loading etc. What could be the calculation method for the same ?
