Is the LTE network upgrade compatible with 3G devices? I would think it would be as it wouldn't be very feasible for every 3G user to buy a new device to meet upgrade requirements.

I don't think so, by only software upgrade lte services can be get. There is fundamentally difference between 3G and LTE radio access mechanism. 3G devices work on WCDMA and LTE devices on OFDMA and SC-FDMA.
