In LTE-WCDMA handover, should the new PDP context be activated again or the old one modified/updated?

After a handover from LTE to WCDMA I noticed that there is always "Activate PDP context request" message.
However, in documentation, I found multiple call flows without that message, but with "Update PDP context".
What causes these differences?

When a LTE user moves to UMTS network through handover, Is there any change occur in ongoing sessions ?

I have worked in LTE technology and observed the data rate through LTE network. We know , LTE deployment is on going and it will take few years to roll out completely in India. When a LTE UE attaches to network and handover to UMTS due to mobility then is there any change in data rate ? If yes, then how this change is communicated to UE. I mean to say what signalling messages exchange in network ?
