LTE: Looking for a detailed explanation on acquisition of a SI message by UE ?

I don't have depth knowledge related to system information broadcasted in a cell. I was going through RRC specification 36.331 but could not understand all the terms like SI-window . I also could not understand of calculation of x = (n-1) * w, a = x %10 and so on.
Can someone please explain all the concepts in detail with an example ?

LTE: Why UE does not "attach complete" message along with "RRC Connection Reconfiguration Complete" ?

During attach procedure, UE sends "Attach Request" along with "RRC Connection Setup Complete", eNodeB sends "Attach Accept" along with "RRC Connection Reconfiguration then why UE does not send "Attach Complete" along with "RRC Connection Reconfiguration Complete" message ? LTE : In which scenario, UE sends "random number" within the RRC connection request message ?

Usually, I always saw when UE sends "S-TMSI" in RRC connection Request message then it definitely sends "Registered MME Information " in RRC Connection Setup Complete message.

I am looking for a scenario on which UE sends "Random number" in RRC Connection Request message and "Registered MME Information" in RRC Connection Setup Complete message.
