IMSI is used by UE in attach request very first time when it does attach. Once the UE gets admitted in network afterwards UE uses GUTI whenever UE identity needs to be send. I never heard about TMSI used in LTE network however S-TMSI is part of GUTI and used in rrc connection request message as initial UE identity.

GUTI = GUMMEI + M-TMSI .
S-TMSI = MMEC + M-TMSI.

Both M-TMSI and S-TMSI identifiers are constructed from GUTI and GUTI is allocated to UE during the attach procedure in "Attach Accept" message.

In TS 24.301 5.5.1.3.4.2, if combined attach is success(i.e Combined attach successful for both EPS services and non-EPS), why core network contains IMSI in MS identity IE of combined attach accept, and why not just allocate a new TMSI?

It may be an easy question but still I have some doubt.
How RRC Connection setup procedure gets impacted with the presence of "S-TMSI" as an UE-Identity within the RRC Connection Request message ?
Note: RRC Connection request message can carry either 5 bytes long (S-TMSI) or 5 bytes long random value.
