What is the difference between user and subscription in IMS?

In 3GPP TS 23.228 4.3.3.1 Private User Identities
It said "Every IM CN subsystem user shall have one or more Private User Identities."
and "The Private User Identity identifies the subscription, not the user."

What is the difference between user and subscription in IMS?
and why user needs more than one Private User Identities?

Sometimes due to coverage hole issue in the LTE network, the ongoing VoLTE is continued to UE by using the CS network like GSM network. This is known as SRVCC (Single Radio Voice Call continuity). What messages are exchanged between network nodes when UE moves from LTE to GSM ?

Is it mandatory to establish a separate default bearer to exchange IMS signaling messages between UE and IMS network nodes ? Can't internet default bearer be used for the same ?

I was going through IMS call flow and came to know that an IP sec tunnel is established between UE and P-CSCF . I could not find out reasoning behind it.
