Though I don't know how 2G and 3G technology work but in LTE "always-on" means an IP addressed is allocated to the UE and it keeps that IP until it gets detached from the network. Even if there is no data flow for UE, it still retains the allocated IP address as well as PGW retains UE's IP address.

Following the answer, what happen if the UE is disconnected from the network gateway/PGW (no detach) then create session on the other PGW ?

I am unable to get some correct explanations for CCR-Initial.
Will it be possible to send more than one CCR-I with same session Id and different rating groups?

For example,
1.CCR-I with Request-Type = 1,Request-Number = 0 and Rating-Group = 10
2.CCR-I with Request-Type = 1,Request-Number = 1 and Rating-Group = 20

I tried to find the answer in RFC-4006,but didn't get any clue, or may be I am missing any clause or paragraph from that.
It will be great help if any standard RFC or 3GPP TS says about that.

Is it possible to build LTE core network on MVNO and then connect to MNO which runs their service with prior gen (2G/3G)

As you may already know, Virtual operator doesn't own RAN part and they create just the core part and as far as I know it works like roaming user.

I'm wondering if it is possible to build a LTE/SAE core network on MVNO and then connect to MNO which runs their service with prior generations (2G, 3G). is that possible? can you provide sample scenarios?

How SGSN must behave if UE/MS sends a "CREATE_PDP_REQ" with PDP_TYPE as IPv4v6, if it does not support this v4v6 PDP?

If a LTE UE Roams in a WCDMA area and originates a Create_PDP_Context_Request with PDP_TYPE as IPv4v6. If SGSN does not support this PDP type then what is expected behavior by SGSN?
