How Menb selects Senb in dual connectivity?Is it based on any measurements?

It is implementation specific MENB will have all nearby ENB configuration and if UE is with in the range of other ENB then MENB can select anyone of those.I didn't see any measurements says regarding SENB coverage so it should be an implementation specific. SENB configuration will be sent to UE at the time of attach procedure so UE will not give any measurements.

How EnB comes to which senb to configure as secondary EnB?
There will be many EnB in SCG group, How particularly MeNB will choose the specific senb.

Though it implementation specific, I feel based on some measurement report, MeNB should take decision in selecting the SeNB for a particular UE.

Measurement event like A5, which tells the serving become less than some threshold and neighboring becomes better than some threshold.

Please let me know, if anyone has different opinion on this.
