I think this question is directly related to QoS of a bearer.
LTE defines total nine values of QCI and each value of QCI covers packet delay budgets and packet loss error rate.

Say we only know the worst case and best case complexity of an algo (Algo is not known). Is it possible to get the average case complexity?
