What is EXTENDED SERVICE REQUEST for packet services (ESRPS) in lte ?

In EPS network feature support IE of "Attach Accept" message , it shows one item as "EXTENDED SERVICE REQUEST for packet services (ESRPS)". Please tell me how it is different than "Extended Service Request".

If network supports extended service request for packet switch then UE sends Extended Service Request (packet services via S1) in response to PS paging. If network does not support ESRPS feature then UE sends Service Request in response to PS paging.

In essence, UE initiates either service request or extended service request for the PS paging depends on the network supported feature i.e . ESRPS.

LTE: Why security header type is defined "1100" only for a special NAS message i.e Service Request message ?

I was looking into NAS header. First four bits are used for security header type. Few values I understood but one value I could not understand which was 1100 saying "security header for service request message". I could not understand why such thing is defined only for service request message not for the other messages ?
