Windows 7 and memory improvement

I am running W7 - 64bit with 4Mb of cpu memory. Task manager suggests I am running with 60-70% memory used. Does this mean I would see no speed improvement if I added another 4Mb?

I am looking for a simple, easy to understand email client for Win 7, something that allows more than one email account, and has the feature needed to set up multiple message rules, across the multiple accounts.

Right now I have Outlook 2010 and I really, really dislike it. I have tried Thunderbird as well, but it just doesn't have the message rule capabilities I need.

Has anyone use Postbox Express by chance? If yes, can you let me know how it works? (not technical stuff, just for message rules and multiple accounts)

I am trying to download a program into Windows 7 Professional 64-bit. The download program will not install their drivers and tells me to I need to get "64 bit DPInstall, exe" first.

Do I need something extra from Microsoft?

I am able to see the absolute (exact) time on Win-XP of a file when it was last modified in hours, minutes, and seconds ("Today, May 11, 2014, 6:06:09 AM") by displaying the file properties.

On Windows 7, it displays the time as relative and a rough estimate ("Today, May 11, 2014, 2 hours ago"). How do I change it so it displays absolute time like Windows XP.
