Though I have no idea about the scheduling, check if the following white papers can help you (even if it is not related with your query then also worth to read)

IN LTE ,each sector is a cell.If the UE is in idle mode then cell reselection procedure is triggered.In connected mode HO should be triggered for cell change.
There should be independent MAC Scheduler instances running for each of the Cells.

If I am right, an eNodeB can support multiple cells and each cell has different pci.
Now suppose enodeB has two cells i.e cell1 and cell2. If I am going right, both the cell(s) should have different PCIs.
I have assumed UE is attached to cell1 and due to mobility, it is moved to cell2. During this movement, what message shall be exchanged between UE and enodeB. And Is there any message send to MME regarding the new cell ?

Suppose I have two eNBs, configured as S1 intra-frequency neighbours and my UE is attached to one of them. There is no X2 connection present between them.
Now, I have done admin down to the source eNB. So, HO process is triggered. As a consequence of this, source eNB sends HO required message to MME.

My query is, in this HO required message, what should be the value of ac-BarringFactor??
Should it be P00 or the last value set before admin down(e.g., P95)?

PagingUE-Identity ::= CHOICE {
imsi IMSI,

As pagingUE identity should contain any one of these in paging message so how MME decides which one to send, though for security purpose MME prefers t-o send send S-TMSI but in which scenarion MME wil use imsi as paging ue identity.
