How to improve S1 Handover failures rate in LTE?

In our market we are getting S1 HO failures to great extent but could not get the root cause if its eNB side or MME side.

How can we improve this S1 HO failures rate and if there is any feature that can be implemented to reduce the failures then please let us know.

Since handover procedure consists of multiple message exchange. Can you tell me exactly when it is failing ? I
LTE uses a fast break-before-make “hard handover” which makes more efficient use
of both spectral and backhaul resources. It does however create a short interruption
in the connection. Handover interruption time is short, it will not impact the quality
of the service

The X2 interface is not mandatory, and in its absence eNodeBs arrange the handover
over the S1 interface via the core network. However, X2 handovers have the benefit
of reduced preparation times and lower core processing load..Try to reduce S1 handovers as if a handover happens via x2 then it gives less latency,try to create more x2 links in the neighbour sites in overlapping coverage areas,Sometimes try to give ANR reset also..
ANR son make X2 handover as per predefined algorithm and parameter setting and thus reduces S1 hand over

Is there any parameter set that can help to improve the x2 Handover poor success rate ?

Here two scenarios are possible:
- First scenario, target eNodeB and source eNodeB both have connection with same MME
- Second scenario, when both the eNodeBs are connected to different MMEs ?

I went through the call flow diagram that is shown in 23.401 specification and tried to understand data flow (down link and up link both) through indirect data tunnels. I was bit confused that's why post my query here.
