Why PHICH is modulated using BPSK?

All other downlink physical channels are modulated using QPSK. Why only PHICH is modulated using BPSK? Is there any particular reason for it?

The PHICH acknowledgement is modulated using BPSK to generate 3 modulation symbols. These modulation symbols are then spread using the appropriate PHICH orthogonal sequence. A spreading factor of 4 is used for the normal cyclic prefix and a spreading factor of 2 is used for the extended cyclic prefix.

This may be due to reach bad channel condition users also.

Now I have question why 1024 is used to get UE_ID. UE_ID = IMSI % 1024

Are the demodulation reference symbols modulated using SC-FDMA like other PUSCH symbols or using OFDM. I have seen in a couple of places that OFDM is used for the DRMS, but I cannot find anything about it in 3GPP TS 36.211.

Any pointer would be appreciated?
