LTE: When a PDCP entity is configured with the larger length of SN for DRBs ?

In specification of RRC and PDCP i.e 36.331 and 36.323, PDCP SN is defined with variable length such as 7 bits, 12 bits, 15 bits and 18 bits. I want to know in which scenario upper layer (RRC/application) decides on using the different length for PDCP SN ?
