when you don't have to give UL grant then ENB cannot use DCI0 formats then in that scenario it has to use DCI 3./3A to give TPC

If UE don't have UL data then why it need TPC .

Suppose IF UE is configured with CQI and SRS then there is no need of giving explicit UL grant ,then in this case UE need TPC to adjust.
