If after attach procedure suddendly enodeb shut down then how mme will know about enodeb?

An eNodeB and MME connects to each other using SCTP. SCTP supports "Heart beat mechanism" and using this each end of SCTP link keeps track of connection status. When a specified number of hear beat messages are unacknowledged, it is assumed peer is unavailable and thereafter defined actions are taken.

If after attach ENB shut down and again came into connected mode then how it will get connected to UE(which msg)?

After attach procedure shut down enodeb only and again run enodeb then how it will get connect to ue(through which message enb will get ue context).

In the handover required message, there is an IE target TAI. How source eNodeB came to know TAI of target eNodeB ? Is it configurable parameter or UE report as part of handover or something else.
