How UE will get the SLSS signal configuration in LTE?

SLSS signal is used in sidelink communication , How UE will get these signal configuration (like position ,duration etc)?

In case of RRC-Idle,EMM-Idle, will UE and EPC keeps bearer configuration?

Suppose UE is attached with LTE n/w and have one default bearer and one dedicated bearer. eNodeB is releasing RRC connection due to inactivity. Now in RRC-Idle/EMM-Idle, will UE and EPC keeps bearer configuration of both dedicated and default bearer? Or will it have only default bearer configuration.
