Why government is not forcing operator to collect GPS information for tracking?

Current tracking system in LTE is not so accurate if they use GPS then they can get accurate tracking details but why is that kept optional?

Until and unless user has enabled GPS, network can not trace user based on its GPS location. Another thing, regulators have not yet pushed such rule to make GPS enabling mandatory because getting a user GPS location might be security threat.
As of now whichever method is available from the network side, it would be used to track UE.

Yeah,but however government is tracking the UE right?, then why cant they make GPS as mandatory so that they can track easily

Is TAC (tracking area code) required for Mme configuration? I do not see tac in few Mme configuration. But, I can see tac configured on ended side which goes in sib1. Could you please give input on this?
