It is possible for the operator to define the access classes that are stored in the SIM / USIM card remotely?

Regarding access class barring, the access classes are defined in the SIM / USIM card. Taking this into account, it is possible for the operator to:
1 - Define the access classes for the SIM / USIM cards remotely or the access classes defined in the SIM / USIM card cannot be changed? If yes, how it is changed?

2 - Define groups of users in the classes from 0 to 9?
