Why can we have only 8 simultaneously harq process in the uplink.
Is it applicable to downlink as well.

It is not uplink, 8 HARQ processes are in downlink. I suggest you to read the below link:

4 ms (propagation + processing) to get the ACK for a transmission. 4 ms (propagation + processing ) to send either retransmission or new data. since tti is 1ms one harq ID is occupied for 8 ms , hence need 8 harqs before a harq ID can be reused.
