How PDCP differentiate between NAS message and RRC message

Case 1: if its on same bearer
Case 2: If it is on different bearer.

I think it does not.

And it does not need to do it as all signalling messages will anyways for to RRC. PDCP only differentiates between signalling and data based on the Radio bearer type.

In NAS , the distinction between EMM and ESM is done based on the protocol discriminator field in the beginning of the PDU.

There are couple of procedures are defined which consist of NAS as well as RRC signalling messages exchange.
Some of the NAS message sends to an UE through RRC Connection Reconfiguration message as piggybacked and some as DL Info transfer.

I want to know, Is there any procedure exists in lte when an UE receives RRC Connection Reconfiguration along with NAS message and responds back to network with NAS message first and then Reconfiguration Complete to eNodeB.

Usually, I saw UE sends RRC Connection Reconfiguration Complete message first then NAS response message.

I am bit confused why the different order are used for integrity and ciphering of RRC and NAS message ?
What if the same order (ciphering and then integrity) is used for RRC message ?
