What is Access Service Class in LTE, Is it same as QCI?

Access service class in LTE network represents a group or class and an UE belongs to one of the value ranges 0-9. Whereas QCI is associated bearer level and an UE can have multiple bearers of different QoS.

LTE provides different QoS for a given application by putting it into the different bearer. each bearer has its own QCI (QoS Class Identifier) which introduce a particular service for a particular application. Now the question is why QCI got introduced in LTE i.e. what was the problem with earlier approach.

I have a question concerning QoS management in LTE: there are two parameters for an EPC bearer: QCI (QoS class identifier that resumes a set of parameters(priority, packet delay, packet error rate…) and ARP (Allocation and retention priority) that defines the priority of a bearer. My question is : what is the difference between the QCI priority and the ARP priority ?
